BILL BOGAN:  Candidate for Leon County Clerk of Court

The Leon County Clerk of Court and Comptroller is charged with court record management and the financial management of the county, a $250 million enterprise.
It is important to insure that the Comptroller of a major enterprise has the financial training to perform the job.
I am the only candidate for this office with expertise and experience in government financial management.  I am a Certified Public Accountant, Certified Government Finance Officer, and a Certified Public Finance Officer.
The breadth of my experience working with the Clerk’s office includes:

·      Serving 13 years in this Clerk’s office as Chief Financial Officer.

·       Serving in a consulting capacity to Clerks across the state.  This includes consulting with Clerks on behalf of the Florida Association of Court Clerks and the Clerk of Court Operations Corporation, and representing my firm Bogan Public Management.
·       Leading large enterprises with budget responsibilities, directly reporting and/or working with county and city commissions (some with several hundred staff members).
·       Establishing reserve funds using effective financial planning to prepare for difficult financial times.  Over 13 years, this resulted in Leon county reserves increasing from $10 million across all funds to $140 million across all funds while reducing the property tax rate every year.

Why I am running:

My broad base of experience (specifically within the Clerks’ office) allows me to start day one working on areas that I have identified where the office of the Clerk can rise to a new level of constituent service.

The Clerk’s office is well positioned to partner with other stakeholders to directly address a number of today’s most pressing issues.
If elected, my service to this community as the Clerk and Comptroller will be to consistently deliver effective and efficient service, while advancing the entire community together.
·       Additionally, I want to provide leadership in building coalitions with the county’s stakeholders to address incarceration of repeat drug offenders and those diagnosed with mental illness.  The budget currently exists for the recurring cycle of incarceration, but not for treatment that could effectively break the cycle while reducing the crime statistics.

·        I also want to lead the way in refocusing the Juvenile Teen Drug Court on the original intent of effective rehabilitation.  Although originally conceived as a forward thinking, progressive solution, the program has morphed into a major conduit for the school to prison pipeline.  Some of our children are repeatedly incarcerated for relatively minor drug infractions.  We must do better.

·       I plan to work with organizations to influence the legislature to restructure court costs to make citizen access to the courts more affordable, while adequately funding the courts.  (Currently, the legislature is taking $ 110 million dollars annually from collected court fees and spending it on state activities not associated with the courts).
